Flags at Half-Staff to Honor Former Delegate

To mark the passing of the Hon. Robert B. Ball, former member of the Virginia House of Delegates, Gov. Tim Kaine issued a directive to lower all state flags to half-staff during the period Sept. 4 to 7.
