Hartley Addresses Operations Other Than War

Dean Hartley, an affiliate in the School of Public Policy’s Peace Operations Policy Program, will discuss recent work in conducting analyses of Operations Other Than War (OOTW) today at 10 a.m. in the Original Building, Room 245, at the Arlington Campus. The discussion will consist of a presentation and a question and answer session, and will focus on the recent revision of the NATO Code of Best Practices (COBP) for analyses of Command and Control (C2) issues and the ongoing creation of an OOTW Toolbox by the Defense Modeling and Simulation Office.
The COBP revision is the result of a three-year project to include the problems raised by OOTWs in C2 analyses. The goal of the OOTW Toolbox project is to create a set of tools that are useful in a variety of circumstances, including forward deployment, for the analysis of OOTW problems.
Hartley is principal of Hartley Consulting and was previously a senior member of the research staff at the Department of Energy Oak Ridge Facilities. He received his Ph.D. from the University of Georgia in 1973. He is also a director of the Institute for Operations Research and Management Science, a past director of the Military Operations Research Society, past president of the Military Applications Society, and a member of the College on Simulation of INFORMS.
