State Establishes Policy on Internet Use

The Virginia Department of Human Resource Management recently issued a policy on the use of the Internet and Electronic Communications Systems (policy number 1.75). It applies to “all state employees, including employees of agencies exempt from coverage of the Virginia Personnel Act,” and it takes effect Aug. 1. The policy will be posted in its entirety in the policy section of George Mason’s information technology unit web site.
Highlights of the policy include:
- Agency-provided computer systems that allow access to the Internet and electronic communication systems are the property of the commonwealth and are provided to facilitate the effective and efficient conduction of state business.
- Accessing, downloading, printing, or storing information with sexually explicit content is prohibited by law.
- Users should have no expectation of privacy in any message, file, image, or data created, sent, retrieved, or received by users of the commonwealth.
