Blue Ribbon Commission Recommends Funding Changes

Gov. James Gilmore’s Blue Ribbon Commission on Higher Education has unanimously approved a system by which funding for Virginia’s public colleges and universities would be linked to performance measures created in six-year contracts between the state and each institution.
The contracts, designed to provide citizens of Virginia with “quality assurance,” would include a base budget, but each institution would qualify for more money by meeting certain criteria such as improvements in graduation rates, faculty productivity, research, and use of technology. This funding plan will be delivered to Gilmore on Jan. 17. It requires legislative approval.
Other highlights of the plan include recommendations that the current tuition freeze imposed upon Virginia’s colleges and universities be continued and that funding for need-based scholarships be increased by $18 million.
